Parses ordinary decimal text into a Decimal.

Accepted syntax is an optional leading -, one or more integer digits, an optional decimal point followed by one or more fractional digits, and an optional JSON-style exponent (e or E, optional +/-, and one or more digits). Leading + on the number and forms such as .5 or 1. are rejected.

Throws NumberFormatException for malformed syntax and ArithmeticException for excess precision or overflow.
